House of Representatives, District 4
Before the boundaries were changed in 2002, District Four contained the majority of the Blair community and Blair itself. Now, Blair falls into the boundaries of District Eight, as do most Blazers. Incumbent Albert Wynn has represented District Four in the House of Representatives since 1993.
Wynn won a critical contest last election by keeping his seat, despite the fact that his district was radically changed and that he lost especially liberal areas such as Takoma Park and parts of Silver Spring and gained conservative areas such as Olney and Laytonsville. However, Wynn still has a solid base, as District Four contains most of majority-minority Prince George's County, which has consistently voted democratic and favors the African American Wynn.
Democratic Candidates
George McDermott
George McDermott currently lives in Forest Heights, Maryland. He is the only congressional candidate running for District Four or District Eight that does not have a college education. He is a successful private contractor and developer, and member of numerous civic organizations such as the A Matter of Justice Coalition, ACORN Political Action Committee, Amnesty International and People's Coalition for Police Accountability. His campaign has focused on issues with the Prince George's County judicial system and improving "judicial oversight."
Albert Wynn
Albert Wynn is the popular incumbent who has held the District Four seat since 1993. He received a B.A. in Political Science from the University of Pittsburgh and a J.D. from Georgetown University Law School. He is focusing most of his campaign on economic strategy, especially preventing outsourcing of high-paying technical jobs, preventing private sector downsizing and increasing new jobs in the small business sector. He also believes that rising healthcare costs are threatening the standard of living of the middle class. Wynn has consistently been a vocal proponent of public education, and has voted against allowing private school vouchers.
Chips' Best Guess: The popular incumbent Albert Wynn is most likely to win the Democratic primary and the general election, thanks to his strong base in Price George's County and his incumbency.
Republican Candidates
William Bernetich
William Bernetich currently lives in Rockville, Maryland and is a lawyer and certified public accountant (CPA). He considers the top issues of his campaign to be protecting Social Security, medical insurance coverage and transportation. He believes his experience as a CPA will help him make better decisions in these areas that all require "fiscal analysis."
John Kimble
Kimble is a behavioral scientist who currently lives in Silver Spring, Maryland. He has focused his campaign on issues of crime, fuel costs, standard of living and higher-paying jobs. He is also a vocal opponent of the 2000 Maryland congressional redistricting by then Governor Glendenning and the Maryland General Assembly. He is currently the chief litigant for Citizens for Montgomery County Congressional Redistricting.
Roscoe Moore, Jr.
Moore currently lives in Rockville, Maryland and is a former rear admiral and a retired assistant surgeon general in the U.S. Public Health Service. Moore considers his highest priorities to be supporting the massive number of federal workers who live in District Four, the high technology sector and the University of Maryland. More is the a past president of the Friends of the National Zoo, a former board member for Montgomery General Hospital and a former commissioner of the Maryland Commission on African American history and culture.
